Issuing location approval is achieved surcharge based on tariffs regulated by ANRE according to the list of fees for issuing location permits, ANRE approved by ANRE Order no. 114/2014 for approval of tariffs for issuing and updating the tariffs for connection, certificates of connection and location permits and in accordance with ANRE Order no.25 / 2016 on the approval of the Methodology for issuing the location by network operators, with subsequent amendments.
For obtaining the site, the applicant must submit 01-03-01_P02-F01_CerereChestionar pt obtinere Aviz de Amplasament_AC, together with documentation specified in the form, directly to any Customer Center of Distributie Oltenia.

Submission of documentation will be as follows:After submitting complete documentation and payment of the fee for issuing the location (AA) / coexistence (AC), distribution operator of the site will forward the opinion favorable / favorable conditioned, in maximum 15 working calendar days*, from the date of registration of the application / complete documentation.
* As an exception, for the issuance of site permits regarding the technical-municipal networks necessary in the stage of elaboration of the technical-economic documentation related to the investment objectives / projects, the term is maximum 5 working days from the date of registration of the application / complete documentation.
The documentation will be submitted as it follows:
• Direct;
• By empowered;
• elaborator through more technical documentation for work authorization, as mandated.
Documentation submitted must contain:
• urbanism certificate copy;
• Plan framed in territory, copy, scale, in duplicate, endorsed by the certificate issuer Annex to the urbanism certificate;
• situation plan that is part of the technical documentation for the authorization of construction works, prepared in accordance with legal provisions in force and targeted as an annex to the urbanism certificate copy, in 2 copies;
• plan for underground construction at convenient scale, in duplicate, with the location of investment objectives endorsed by the certificate issuer Annex to the urbanism certificate. That must be clear in future construction or installation details, horizontally and vertically to existing fixed landmarks in the ground to be established position regarding electricity networks in the region;
• The technical, where the objective to seek the opinion that the site is a project of trans-European transport infrastructure;
• In case the objective to seek the opinion that the site is a project of trans-European transport infrastructure, situation plan and / or plan for underground construction must include positioning utilities;
• proof of payment of fee for issuance of the location / coexistence, copy (this is not an issue for proper conditioning opinion of the site, but opinion will not be sent to the applicant only after paying this rate).
Location permits issuance application is made in any of the cases:
Applicants addresses network operator when it is in a position to execute construction works or works of change which, under the law in force, shall be permitted only on the basis of a construction permit or demolishing, it is fulfilled at least one of the following conditions:
a) having the location is found in the list of opinions / agreements providers / administrators utilities required for authorization and stipulated by law in the urbanism certificate issued under the authorization procedure works;
b) the proposed location or site that target is located in the safety of energy facilities.
If the purpose for requesting the issuance of the site is a home individual response to the request for issuance of the site operator distribution concessionaire sent to the applicant within 15 days from the date of registration of the request for an opinion site and complete documentation, a letter informing him that he can not be given notice of the site, because neither in the current nor in the next year are not conditions for connection of the house to the electric distribution network, if there are the following conditions :
a) the proposed location is not in the safety of energy facilities;
b) maximum power absorbed simultaneously requested by the connection request is less than 30 kVA;
c) the electric distribution network of low voltage public is situated at a distance greater than 100 m from the property boundary of the land user;
d) work to achieve the expansion of the network needed to connect the house is not included in the investment program of the operator distribution concessionaire for the current year or the year following it.
Stages of issuing the site are:
The location permit issued by the network operator may be:
a) favorable opinion of the site, which expressed approval for the proposed location of the applicant;
b) notice of site favorable condition, which expressed approval for the proposed site, conditioned by the works necessary for deflecting or moving installations network operator and/ or the works amending installations electrical network to fulfill the conditions of coexistence imposed rules, if a risk analysis is required, this is attached to the conditional site approval.
